The National Retail Federation created a database of enacted state laws and regulations on a variety of packaging, chemical, food additive, shopping bag, extended producer responsibility (EPR) and other sustainability issues affecting food and general retailers.   

This database is in Excel spreadsheet format and includes enacted state laws and regulations on the following 14 topics for all 50 states and the District of Columbia:  

Sustainability issues:

  • Deposit Return Systems Requirements

  • Extended Producer Responsibility (EPR) Requirements (Food Packaging)

  • Extended Producer Responsibility (EPR) Requirements (Textile)

  • Extended Producer Responsibility (EPR) Requirements (All)

  • Single-Use Carryout Bag Restrictions (Including Paper & Plastic Bags)

  • Single-Use Plastic Food Service Ware Restrictions 

  • Compostable Labeling/“Truth-in-Labeling” Requirements for Food Packaging

Chemicals of concern in food packaging:

The database includes a description of each law, products impacted, compliance requirements and dates, links to the relevant legislative bill or state regulation, and a brief description of any federal activity on each topic, as well as other information.
